Fix: missing ':' in date format; missing '?' in share query suffix

Both found by browser smoke test of the api-types rewrite:
- format_date: format string had '{}' between hour and minute instead of
  '{}:{}' (dates rendered as '2026-09-04 05 22').
- share_suffix: dropped the leading '?' when switching to the P_SHARE
  constant, producing '/api/files/1share=<token>' (400) for every file
  call on a share page.
